Jean Dong is a Research Fellow at the Harvard Kennedy School, where her work focuses on the intersection of AI safety and security, geopolitics, and governance.
She leads comparative research on frontier AI risks and governance in China and the United States. She also works on AI sovereignty across major regions of the world, examining technological dependence, strategic leverage, and middle-power agency, with a particular focus on identifying actionable policy pathways. Her research has been published by Springer Nature, NeurIPS, The Diplomat, and other academic and policy outlets.
Since 2016, Jean has served as a task force member of the G20 Think Tank Engagement Group, contributing under the G20 presidencies of South Africa, Japan, Argentina, Saudi Arabia, India, and China. She has contributed to policy recommendations for G20 leaders on issues including the AI–energy twin transition, emerging technologies, and the future of multilateral cooperation.
Jean is the author of Chinese Statecraft in a Changing World: Demystifying Enduring Tradition and Dynamic Constraints, a monograph examining the evolution of China’s strategic behavior and institutional adaptation in a changing global order.
