Linsha Wei is a Ph.D. candidate at the School of Government, Peking University, where her research explores digital governance, with a focus on cross-sector collaboration and policy narratives. She is particularly interested in how information capacity facilitates coordination across public, private, and civic sectors, and in the ways policy narratives mediate public understanding and institutional credibility. Broadly, her work investigates how digital governance frameworks, combined with strategic narrative approaches, can foster more adaptive, inclusive, and trustworthy forms of multi-sector partnerships.
Her previous publications explore themes such as the operation of AI agents within micro-scenario government services, the construction and assessment of digital government maturity frameworks, and rural digital governance within urban-rural integration.
She holds a master’s degree from the School of International and Public Affairs of Shanghai Jiao Tong University, where her studies centered on urban governance and emergency management.
