Tom’s research focuses on the use of deliberative techniques in Hong Kong so that governance can be enhanced and public participation in policy formulation can be increased, all within the applicable legal guardrails.
Prior to joining the Harvard Kennedy School as a research fellow, Tom was a fellow at the Harvard Advanced Leadership Initiative (ALI) for the 2025/2026 academic year during which time his current research focus was first conceived. Prior to joining the ALI, Tom was the Regional Managing Partner for Asia at the international law firm, Freshfields.
