Xiaoyan Peng

Xiaoyan Peng is a Ph.D. candidate in Public Administration at Sun Yat-sen University, with a master’s degree from Wuhan University. Her research focuses on digital governance, welfare policy, and rural policy, with particular interest in how digital inclusion affects the well-being of low-income populations in urban and rural China.

Her doctoral dissertation employs a mixed-methods approach to explore how digital access, usage, and capability-building influence economic opportunities and social equity among disadvantaged groups.

She has published over six academic papers as first or corresponding author and has received several academic honors, including the Best Paper Award at the 2023 Peking University Rural Revitalization Forum and a Research Methodology Award from the School of Social Sciences at Tsinghua University.
